System Menu
When making a child Nintendo Network ID in the USA, Nintendo requires credit card verification to ensure the parent account is owned by an adult. The Wii U menu in 5.5.6 added messages related to the verification process, notably a new message asking parent account creators to contact support in order to complete verification. Since 5.5.6 was released on the day of the Wii U eShop not accepting any new payments, this is likely due to the Wii U not being able to add a card anymore.
