Changes

             Arg1 = name_size

             Arg2 = mode (0 = none, 1 = read, 2 = write)

             Arg4 = permissions_bitmask for the target IOSU process, loaded by the target IOSU process during fd init. With PPC this originates from the cos.xml of the source process.

             Arg3-Arg4 = u64 permissions_bitmask for the target IOSU process, loaded by the target IOSU process during fd init. With PPC this originates from the cos.xml of the source process.
